For centuries the world has been structured around the fourteen Outer Echelon Districts that surround the mighty Upper Echelon that is managed by the mysterious and all-powerful Pearl Messiah- a "Man chosen by God" . The districts are mostly populated by gangs who hold varying degrees of influence over them.
